The Kansas Civil War continues: The Electorate of the federal enclave of Kansas approves the “Topeka Constitution” (YEA, 1,731; NAY, 46) and submits it to Congress for approval.  Article I, Sections 6 and 21 will prohibit slavery in the State.

       Postscript: The proposed constitution passed in the House of Representatives but was never brought to a vote in the Senate.
