The Electorate of Indiana ratifies its Constitution of 1851. Article 1, Section 19 of which states, “In all criminal cases whatever, the jury shall have the right to determine the law and the facts.” Article 13, Section 1 states, “No negro or mulatto shall come into or settle in the State, after the adoption of this Constitution.”
