Town Meetings across the Independent State of Rhode Island and Providence Plantations ratify the People’s Constitution, Article I, Sections 13 and 14 of which preserve the Right of Juries to judge both the Law and the facts; and the right of “self-emancipated” (fugitive) slaves to Trial by Jury.
