The federal enclave of Arkansas is admitted as a  slave State into the voluntary Union.   This brings the balance, in the Senate, of free States and slave States to 12 free and 12 slave—excluding the federal enclave of Ohio.  Article II, Section 5 of its Constitution states, “The citizens of this state shall have the right to keep and bear arms for their common defense.”
