The Hartford (Connecticut) Convention concludes: delegates from the five New England States release to their respective Governors, a report which recommends the following constitutional amendments:
- Removing the three-fifths compromise from Article I, Section 2 [Clause 3], which gave the slave States disproportional representation in the House of Representatives;
- Amending Article I, Section 8 [Clause 3] to raise the threshold for imposing trade embargoes from a simple to a two-thirds majority, and limiting the duration of those embargoes to 60 days each;
- Amending Article I, Section 8 [Clause 11] to raise the threshold for admitting declaring war from a simple to a two-thirds majority;
- Amending Article IV, Section 3 [Clause 1] to raise the threshold for admitting new States from a simple to a two-thirds majority;
- Amending Article II, Section 1 [Clause 1] to limit future presidents to one term; and
- Amending Article II, Section 1 [Clause 3] to prevent consecutive presidents from being from the same State (Virginia).
NOTES:
- Although secession was certainly discussed, it was not recommended in the final report.
- Republican (constitutionalist) President Madison did not implement military action against the defiant New England States. Nor has there been any evidence found that would suggest that he even considered it.
