Republican (constitutionalist) President Jefferson signs the District of Columbia Incorporation Act of 1802, establishing a mayor-council form of government.  The mayors of Washington and Georgetown are to be nominated by the president, and confirmed by the Senate; and the city councils are to be elected by freeholders.
