Non-partisan (nationalist) President Washington turns the presidency over to Federalist (nationalist) Vice President John Adams.  Washington is giving to Adams a federal debt that has expanded from 70,000,000 to 82,000,000 Dollars, but falling from 41% to 20% of the Gross National Product, and from 18 to 17 Dollars, per person.

       NOTE: The Union is still paying for the first American Revolution through lawful Indirect (tariffs and excise) taxes placed upon manufactured goods.
