Commander-in-Chief Washington issues Proclamation Four, declaring a policy of neutrality between the Republic of France’s First Revolutionary War against Austria, Prussia, Sardinia, Great Britain, and the United Netherlands, (a.k.a. Dutch republic), but forbidding private State sovereign Citizens from acting on their sympathies for either side.
