Non-partisan (nationalist) President Washington signs the Copper Coinage Act, authorizing the minting of copper Cents and half-Cents to provide token coinage for the specie (gold and silver Coin) poor west.  Although in staying true to Article I, Section 10, Clause 1, the coins may not be used to pay debts.
