The legislature of the Commonwealth of Virginia ratifies all 12 of the proposed Articles of Amendment. Ten of the Articles of Amendment have now received the requisite 11 out of 14 State ratifications, making the “Bill of Rights” part of the Constitution for the united States. The two Articles of Amendment yet to be ratified would: compel Congress vote for a pay increase before an election for the House of Representatives, but it would not take effect until after that election; fix the ratio of constituents to Representatives at 50,000:1.
