At the Constitutional Convention, Delegate Edmund J. Randolph, of the Commonwealth of Virginia, proposes the “Virginia Plan”: a bicameral legislature, with both houses apportioned by wealth or population; and veto over State legislation by the central government. The plan is defeated by the smaller States.
