Pelatiah Webster, a Philadelphia, Pennsylvania clergyman, using the pseudonym “A Citizen of Philadelphia” publishes “A Dissertation on the Political Union and Constitution of the Thirteen United States, of North-America: which is Necessary to Their Preservation and Happiness: Humbly Offered to the Public,” arguing that the Articles of Confederation be replaced by a new constitution that divides Congress into two legislative houses (bicameralism), and gives Congress the power to raise taxes and enforce its own legislation.
