The Second Continental Congress begins debating the Articles of Confederation.

        The Second Continental Congress passes the sixth Certificate Act, authorizing the issue of 5,000,000 “dollars” in Continental currency notes (Bills of Credit), in one, two, three, four, five, six, seven, eight and 30 “dollar” denominations.

        NOTE: This act raises the Continental debt to 21,000,000 Dollars.
