The Second Continental Congress appoints Delegates Robert R. Livingston, of the colony of New York; Thomas Jefferson, of the colony of Virginia; Benjamin Franklin, of the colony of Pennsylvania; John Adams, of the colony of Massachusetts Bay; and Roger Sherman, of the colony of Connecticut, to draft a “declaration of independence.”
